There are 2 settings for turning on PHP error message display:

1: error_reporting = error reporting level (if it is development mode, please set it to: E_ALL)

2: display_errors = On

These two settings are indispensable. When display_errors=Off, no error information will be displayed no matter what level error_reporting is set to.
