阿里服务器ftp连接问题

配置阿里服务器安装ftp成功，已启动，iptables未开启，但是ftp无论是root用户还是新添加用户都无法连接，root连接报错：Server said: Permission denied.新加用户连接报错：Error -203: miscellaneous error occurred while trying to login to the host
