Solution to 404.17 error when configuring php under iis7

There are several PHP sites built on the server, and they are all running normally. Today I created a new PHP site. The handler module configuration is the same as the others, but it just can't run. It keeps prompting a 404.17 error, and restarting the server doesn't work.

In the end, I had no choice but to copy the web.config from the normal running site to the newly created PHP site, and the problem was really solved.

I have specifically checked that the contents of web.config are the same before. I have also tried recycling the application pool, but it does not work. If it happens again next time, just delete web.config and try again.
