US FCC rejects SpaceX spectrum application, mobile satellite communication services blocked

SpaceX submitted an application to the U.S. Federal Communications Commission a year ago, hoping that the FCC would approve the addition of a Mobile Satellite Services (MSS) system to the SpaceX Gen2 non-geostationary satellite system.

In this application document, SpaceX hopes to modify the authorization to enable its Gen2 NGSO system to operate in the following frequency bands:

  • ##1.6/2.4 GHz frequency band

  • 2 GHz frequency band

  • 2020-2025 MHz (Earth-airspace) frequency band

This application has been rejected by the FCC on the grounds that it is "unacceptable". The reviewers believe that there is a dispute between SpaceX and satellite operator Globalstar regarding the 1.6 GHz and 2.4 GHz frequency bands. This site noted that there is also a dispute between SpaceX and Dish regarding the use of the 2 GHz frequency band.

The FCC said SpaceX’s request “fails to substantially comply with the Commission’s rulemaking proceedings, which ruled that the 1.6/2.4 GHz and 2 GHz bands are not available for additional mobile satellite services (MSS). application".

Separately, the FCC announced two public statements yesterday seeking public comment on SpaceX’s petition to modify the Commission’s spectrum sharing rules for these bands, and Dish Network and Globalstar publicly opposed SpaceX’s request. Subsequently, SpaceX needs to prove to the FCC that its plan will not cause harmful interference to other systems, otherwise it may be difficult to successfully pass the application.
