The State Council’s regular policy briefing was held on June 21 to introduce to the public relevant information on promoting the high-quality development of the new energy vehicle industry. Ou Hong, deputy secretary-general of the National Development and Reform Commission, said at the meeting that the "Guiding Opinions" proposed a series of targeted solutions to some difficult issues in the field of new energy vehicles.

The editor learned that in response to the problem of "difficulty finding piles", two aspects of guidance have been formulated. The first priority is to strengthen charging infrastructure coverage, focusing on core areas such as residential areas, commercial centers, industrial areas and entertainment centers. Secondly, establish an information network platform to build various charging infrastructure and promote data interconnection, making it easier for the public to obtain the configuration and usage of charging stations in a timely manner.

In response to the "difficulty in entering residential areas", the "Guiding Opinions" emphasize actively promoting the construction of charging infrastructure in residential areas. In existing residential areas, it is required to expedite the installation of charging piles for fixed parking spaces; while in new residential areas, charging infrastructure must be configured according to regulations. In addition, it is necessary to strengthen the coordination mechanism and establish the responsibilities of grassroots management agencies such as street offices and residents' committees to ensure efficient operation of coordination and promotion and complaint handling. In addition, in terms of service guarantee, charging operating companies are encouraged to provide a full range of services and include charging infrastructure construction into the scope of infrastructure renovation in old communities. At the same time, the construction of supporting power supply and distribution facilities must also be carried out simultaneously.

In view of the "difficulty in charging on roads", the guidance proposes the following measures. First, speed up the construction of a convenient and efficient intercity charging network to make up for the lack of charging infrastructure between cities and meet the needs of electric vehicles for medium and long-distance travel. Secondly, to strengthen charging services in highway service areas, it is required that new highway service areas should also build charging infrastructure, existing service areas should also be renovated and upgraded, and new facilities should adopt high-power charging technology. In addition, an interconnected charging network needs to be built to enhance the ability of electric vehicles to travel between urban agglomerations, metropolitan areas and major cities.

In addition, Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology, said that the Ministry of Industry and Information Technology will release a new version of the standard system guide for intelligent connected vehicles, promote the formulation and revision of relevant standards, and accelerate the integration of new energy vehicles and information technology. Integrated development standards for communications, intelligent transportation, smart cities, and integrated energy stations to promote the development of electrification, intelligence, and networking.
