php有一个soap库可以调用webservice。

不怕麻烦可以模拟http报文~~，
如果是java的webservice的话,直接用php的curl调用webservice的web API最简单吧。
例如：http://webservice.com?paramter1=XXXX¶mter2=XXXX...
