Zhang Ying, deputy director of the Shanghai Municipal Economic and Information Technology Commission, introduced that the measures focus on four major directions: innovation capabilities, innovation elements, innovative applications, and innovation environment, focusing on creating three plans and five major platforms. There are three plans to break development bottlenecks. The first is the large model innovation support plan, which focuses on supporting Shanghai's innovative entities to develop internationally competitive large models and implements special rewards to accelerate model iteration; the second is the intelligent computing power acceleration plan to strengthen large models. Strengthen the construction of intelligent computing power and establish a green channel; the third is the demonstration application promotion plan to strengthen the in-depth application and benchmarking scenarios of large models in vertical fields such as intelligent manufacturing, education and teaching, technology finance, design creativity, and scientific intelligence.
