Bloom wallpapers are featured prominently on Windows 11’s retail box. Windows 11 Home has a light background, while Windows 11 Pro has a dark background. The former costs $139.99 and the latter costs $199.99. These prices are exactly the same as those for Windows 10 Home and Pro.

While the vast majority of people probably won't go through the tedious process of installing from physical media, the option of installing Windows this way has been around for years, and there's clearly a market for it.
