Microsoft announced a new voice recorder app in the Dev Channel of the Windows 11 Insider Preview Program. It replaces the Voice Recorder app and brings an improved design with more options.

Audio Recorder moves the "Start Recording" button from the left side of the screen to the bottom. The app has a Preview mark on its title bar, indicating that it's still in its early stages.
The audio recorder's interface has a timeline to indicate the duration of audio recording by the application. You can drag a marker (line) to a specific point in the timeline to listen to the audio at that point.
Starting recording no longer switches to another screen, but the "Start Recording" button changes to the "Stop" button. Saved recordings are listed in the left sidebar. Keyboard shortcuts in the new app are the same as in the old version, use Ctrl R to start recording, Escape to stop recording, and Space to pause or play audio. The side panel of the recorder has an option to import existing audio files and edit them.
While Voice Recorder can save files in M4A format, the new Sound Recorder supports M4A, MP3, WMA, FLAC and WAV audio formats. You can set the audio quality in the app's settings to Automatic, Best quality (large file size), High quality (default setting), or Medium quality (small file size).
The mark button in the lower right corner of the recorder window can be used to mark two locations in the timeline. Markers can be accessed from the three-dot menu, which also has options to control playback speed. You can set it to run at 0.25x, 0.5x, 1x, 1.5x, 2x or 4x speed.
Move to the lower left corner, where the button can be used to change the recording device. If you have a laptop and headphones and want to capture audio using a microphone from one of two sources, you can set that up from this menu.

The app has an optional dark theme that you can switch from Settings, or set it to follow your system's theme settings to automatically switch between Light and Dark modes.
