The issue is that once in HR, most encountered monsters are also HR, and quests primarily focus on HR hunts. So, how do you hunt LR monsters in HR?

Joining Low Rank SOS Quests: Assist other players in LR hunts via the SOS Quest system (accessible through your handler, Alma). Filter your search by monster and rank. Prioritize quests that started recently (2-3 minutes ago) to avoid joining hunts already completed. Finding suitable hunts will be easier during peak game popularity.
Replaying Early Story Missions: Check Alma's Optional Quests menu. Many early quests featuring LR monsters are repeatable. LR quests are indicated by a blue star in the top right corner of their quest card (HR quests have an orange star). This isn't a solution for every monster, but it's a useful option for some.
If you can't find a specific LR monster via story missions, resort to map surveying or joining SOS quests.
