In the latest versions of iOS and macOS, Apple has updated the Notes app to support inline PDFs, which means you can insert PDFs into Notes and then read, annotate, and collaborate Process documents. This feature also works with scanned documents and is available on both iPhone and iPad.
Annotate a PDF in Notes on iPhone and iPad
If you are using an iPhone and want to annotate a PDF in Notes, the first thing to do is select PDF file, then tap the Share button and select the Copy option. Next, open the Notes app and create a new note, or select an existing note, then long-press an area in the note and select the Paste option from the pop-up menu. The PDF should appear in the annotation.
If the PDF is multiple pages, click the Thumbnails button to get a row of thumbnails at the top of the PDF that you can click to navigate to specific pages faster. To add annotations to the PDF, click the Markup button.
You will see several options at the bottom of the screen for annotating PDFs, such as markers, pencils, pens, and erasers. The icon in the lower right corner also shows options for adding stickers, signatures, text, and shapes to the PDF. When you're done annotating your PDF file, just click Done in the upper right corner to save your changes.

In macOS, you can simply drag a PDF document from your desktop into an open Notes. After you embed the PDF in the note, click the chevron next to the PDF document's name, then choose Markup.
In the Markup window that opens, you'll see all the tools you can use to add annotations to your PDF file, and you can turn pages to add annotations throughout the document. When you have finished annotating, click Done to save your changes.
