While digging around, Twitter user Xeno stumbled upon a reference to Windows 9 that was still present in Build 22567. The reference can be found in the Migwiz file in the System32 folder. This is the full path to the directory:

The file talks about including Windows 9 in Blocks of data collected within older Windows systems. Windows Blue was also mentioned, which is the codename associated with Windows 8.1. This reference appears to have been present since Windows 10 Technical Preview 9860.
