1. Open PS, create a new 600×600 pixel square black document, return to the layer panel, copy a layer and fill it with black, then find [Filter]-[Noise]-[Add Noise] Color] Click OK.
#2. [Add Noise] The number is about 35, select Gaussian distribution, check Monochrome and confirm.
3. Click [Image]-[Adjustment]-[Threshold] on the dialog box to increase the threshold to the maximum.
#4. Click [Filter]-[Stylization]-[Wind] to pop up the following parameter dialog box.
