1. Open ps and import the starry sky material.
#2. Create a new layer and select the Ellipse tool to draw a perfect circle. Press Shift F6 [Feather Selection] and click OK.
#3. Set the foreground color to be a little yellower.
4. Find [Filter]-[Distortion]-[Spherization] on the menu, set the [Quantity] parameter to 22, and then click OK.
5. Find [Filter]-[Rendering]-[Clouds] on the menu and click OK.
#6. Find [Image]-[Adjustment]-[Decolor] on the menu and click OK.
#7. Cancel the selection and hold down [Ctrl L]. The color scale parameters are as shown below.
#8. On the layer, add the layer style [Outer Glow] parameter settings as shown below.
9. The effect is completed.
