怎么理解 link rel="alternate" media="handheld" href="target"？

语文水平不好，怎么理解 link rel="alternate" media="handheld" href="target"

这句是镶嵌在普通网页页面的HEADER部分，告诉搜索引擎该页面的手机版页面位于href="target"路径下？

如果主页面时 http://www.domain.com/article/123456.php
相对的手机版页面为 http://m.domain.com/article/123456.php

这里的href="target"怎么写？（好像target是指的相对路径，这个二级域名...）
另外url rewrite .htacess 文件该怎么设置？这里的两个article目录是一致的？还是分别设置？如果是一致的话，那么123456.php是同一个文件，是不是根据 $_SERVER['HTTP_USER_AGENT'] 加载不同的JS,CSS布局，来区分普通网页和手机网页？

alternate 文档的替代版本（比如打印页、翻译或镜像）。

media="handheld"
handheld 手持设备（小屏幕、有限带宽）。

href="target"
在 target 框架中打开被链接文档

还是不明白。
rel="alternate" media="handheld" href="target" 这句一定要加吗？是不是告诉搜索引擎，该页面的手机版位于href="target"？
另外看文档，href="target"是相对路径，不是http://格式，那么m.domain.com 二级域名该如何指定？
