安装缺陷跟踪管理系统MANTIS 1.0.8版本后，进入系统发现以前的项目的中文内容都变成一串串的“?”了，且系统提示如下警告信息，“SYSTEM WARNING: htmlspecialchars(): Invalid multibyte sequence in argument”请使用过的MANTIS的高手帮忙指点一下，万分感激！
