php 读取硕大无比网页内容

php 读取超大网页内容
我有个网页，有76万字节。直接访问网页可以访问。用户的服务器正常能访问网页。可是用php读取就无法获取内容了。这是为什么？哪里限制了？
感觉有点关联的估计就是这个函数了：
fread($fp, 500000)
问题是我设置100，也能读取那个大网页。那就是这个项在我服务器是无效的？到了用户那里就变成有效的了？求解！
