Starting the Quest
Find either Luronk gro-Grluzog (Orc) or Ruslan (Redguard) in the Imperial City's Market District. They'll initiate the quest by asking, "Can I beg a favor of you?"
Luronk has green skin, patchy hair, and a purple shirt. Ruslan has dark brown skin and wears red clothing. Choose the "Corrupt Imperial Watchman" dialogue option, followed by "Why doesn't Jensine report him?" They'll reveal a corrupt Watchman extorting merchants.
