Shops of various kinds are scattered around the world in Dragon Age: The Veilguard. You'll find gifts to purchase for your companions, new gear for you to equip, or upgrades for what you already have. One of the shops you'll head to regularly is the Caretaker's in the courtyard of The Lighthouse, the game's hub area.

Purchased Mementos usually cost 150 gold to buy, but otherwise work just like any other Memento, being added to your Library and granting the 50 Caretaker Reputation Points.
You need to find a lot of Mementos to upgrade the Caretaker's shop. Just to upgrade him to rank two, you need 750 Reputation Points, so you will need to pay attention during exploration as you complete quests. Thankfully, there's a lot to find once the game opens up after the first few story quests, so you'll be finding Mementos regularly.
