All Windows 10 Universal Apps have permission to run in the background by default. Apps in Windows 10 run in the background to keep the information updated and check for latest activity associated with that app. These apps often consume a lot of memory and may slow down your PC, they often drain battery power a lot.
Here show several ways to turn off apps running in the background:
To prevent desktop apps from running in the background, you can close or exit that app when you aren't using it. Besides, disable individual apps run in the background can helpfully to conserve power. Here's how:
Step 1: Open the Settings app, click the Privacy icon.
Step 2: Click on Background apps in the left side, and turn on(default) or off apps under Let apps run in the background on the right side.
If you want an app to continue performing these functions, you should allow it to continue running in the background.
Battery saver feature can help conserve your PC's battery by limiting background activity and adjusting hardware settings in a tablet and laptop PC. There are 2 options to enable Battery Saver:
Option 1: in the quick-actions area at the bottom of the Action Center.
Here you can quickly turn Battery Saver on and off at will.
Once the Battery Saver mode is enabled, apps won't be allowed to run in the background unless manually add them to the Always allowed list here.
Option 2: in the Settings app.
Step 1: Open the Settings app, then click on the System icon.
Step 2: Click Battery in the left side, and click on Battery usage by app link in the right side.
You'll see a list of apps and how much battery each one is using relatively. This can help you choose which apps to allow or which apps to disallow.
Step 3: Select an app from the list, turn off Managed by Windows, and then select or clear the Allow app to run background tasks check box. (Note that some apps can't be changed.)

Some programs are set to launch when you boot up your computer. To prevent these background apps from automatically loading when you sign in, you can disable apps run in Task Manager Startup.
Step 1: Open Task Manager.
Right-click on the Taskbar, then select Task Manager from that menu.
Step 2: In Task Manager, click the Startup tab to see what runs at startup. If there's any app running automatically in the background that you don't need, click Disable to remove it from this list.
