Announcement on optimizing and adjusting drone export control measures

In order to strengthen drone export management and promote the healthy development of the drone industry, in accordance with the "Export Control Law of the People's Republic of China" and Relevant regulations are hereby announced to optimize and adjust the export control measures for specific unmanned aerial vehicles and related items as follows:

1. Adjust the scope of export control

Items that meet the following characteristics may not be exported without permission :

• 1. Aviation engines with a maximum continuous power exceeding 16 kilowatts (kW) specially used for specific unmanned aerial vehicles or unmanned airships.

• 2. Payloads that meet certain technical specifications and are specially used for specific unmanned aerial vehicles or unmanned airships, including:

  • Infrared imaging equipment
  • Synthetic aperture radar
  • Lasers for target indication
  • Inertial measurement equipment

• 3. Radio communication equipment specially used for specific unmanned aerial vehicles or unmanned airships and having any of the following characteristics:

  • The radio transmission distance is greater than 50 kilometers ( km)
  • The ability to control multiple aircraft at one station is more than 10

• 4. Civilian anti-drone system:

  • Specialized anti-drone electronic jamming equipment with an interference range greater than 5 kilometers (km)
  • High-power lasers with an output power greater than 1.5 kilowatts (kW) for anti-drone systems

2. Implementation time

This announcement will be officially implemented from September 1, 2023.

3. Other matters

The Ministry of Commerce will continue to track and evaluate the export situation of drones and adjust and improve relevant policies in a timely manner.
