11g下我们用如下方法：
禁用Clusterware随系统启动而自动启动
./crsctl disable has
CRS-4621: Oracle High Availability Servicesautostart is disabled.
./crsctl config has
CRS-4621: Oracle High Availability Servicesautostart is disabled.
##验证has状态(此时已经has状态已经变成disabled)
启用Clusterware随系统启动而自动启动
./crsctl enable has
