微信服务号能否主动推送消息问题？

需求

一个windows客户端，登录的用户在客户端上有消息提醒，比如好友通知之类的
需要在有新消息的时候访问我php的api，然后用服务号给当前用户绑定的微信号发送一个提醒，提醒有新消息。

已知

目前微信上好像没有主动发送推送消息的api，都是必须微信用户先发送，然后才能回
有一个发送客服消息的接口，但只能是指定事件触发，如：包括发送信息、点击自定义菜单、订阅事件、扫描二维码事件、支付成功事件、用户维权，而且只能是48小时可以给该用户无上限发消息
我们windows客户端的消息提醒可能会很多，肯定不能有消息上限限制

目前有没有可能实现？实现难度大么？刚接触微信这块，望大神指点思路啊！

模板消息

关于模版消息：
模板消息仅用于公众号向用户发送重要的服务通知，只能用于符合其要求的服务场景中，如信用卡刷卡通知，商品购买成功通知等。不支持广告等营销类消息以及其它所有可能对用户造成骚扰的消息。

关于使用规则，请注意：

<code>1、所有服务号都可以在功能->添加功能插件处看到申请模板消息功能的入口，但只有认证后的服务号才可以申请模板消息的使用权限并获得该权限；
2、需要选择公众账号服务所处的2个行业，每月可更改1次所选行业；
3、在所选择行业的模板库中选用已有的模板进行调用；
4、每个账号可以同时使用15个模板。
5、当前每个模板的日调用上限为10万次【2014年11月18日将接口调用频率从默认的日1万次提升为日10万次，可在MP登录后的开发者中心查看】。

使用模板消息接口可以实现，不过需要粉丝有触发动作后才会推送相应信息给粉丝.
