APP启动自动显示H5接口

接口说明：

APP启动时可自动打开推广页，需要阻塞APP，等到onWebClose的回调后再继续。数娱后台可配置有效或无效该H5页面

函数原型：

public static boolean openWebviewOnStart(IWebListener listener,HashMap<String, String> params)

参数说明：
 listener：回调

params： 已key-value的形式传入的参数

回调接口原型：

public static interface IWebListener {
             void onWebOpen();
             void onWebClose();
      }
