OnJuly20,2015,CheyennePoliceOfficersrespondedtoareportofashootingandrobberyinprogressatTheCoinShoplocatedat510WestLincolnway.Respondingofficerslocatedtwovictimswithapparentgunshotwounds.GeorgeManley,76-years-old,andDwightBrockman,67-years-old,bothfromCheyenne,werepronounceddeceasedatthescene.Theirdeathswereruledashomicides.

Since2015,theinvestigationhasremainedopen,withassignmentstofivedifferentcasedetectivesandonecivilian.InMarchof2023,CheyennePoliceDetectivesrevisitedthehomicideevidence,withgoalsofgeneratingadditionalinvestigativerecommendationsanddeterminingifnewlyavailabletechnologieswouldproducemoreleadstosolvethecase.Morefromthissection

“Threeyearsago,whenIwashiredasChiefofPolice,IbecameawareofthehomicideatTheCoinShopanddecidedtomakethisapriority,”saidChiefMarkFrancisco.“Caseslikethiscanbeverychallengingwithmanylayersofevidence.Ourdetectiveshavebeendiligentlyworkingforalmostadecade,and,throughdetailedanalysis,havebeenabletothoughtfullyre-examinetheevidenceinwaysthatbringthoseresponsibletojustice.”

Since2023,over1,500hourshavebeenspentworkingonthecase.Hundredsoftips,emails,andlettershavebeenreviewed.AdditionalwarrantserviceoperationsandinterviewswerealsoconductedinCaliforniaandColoradowithassistancefrompartneringlawenforcementagencies.Thecostfortravel,testing,andexaminationduringthistimeperiodisapproximately$11,106.CheyennePolicehavealsoworkedregularlywithfederal,state,andlocalpartnerstoinclude,theFederalBureauofInvestigation(FBI),LaramieCountyDistrictAttorney’sOffice,RiversideCountySheriff’sOffice,theCaliforniaHighwayPatrol,SiskiyouCountySheriff’sOffice,theSecretService,theBureauofAlcohol,Tobacco,FirearmsandExplosives(ATF),HomelandSecurityInvestigations(HSI),andtheUSMarshalsService.

Asaresultoftheirinvestigation,detectivesbelievethatDouglasSmith,theinitial9-1-1caller,killedManleyandBrockmanonJuly20.ThecasehasnowbeenturnedovertotheLaramieCountyDistrictAttorney’sOfficeforprosecution.

“Iwouldliketocommendourteamofdetectivesfortheirtirelessworkandcommitmenttobuildingasolidcase.I’dalsoliketothanktheDistrictAttorney’sOffice,forworkingdiligentlytoprosecutethecase,”saidChiefMarkFrancisco.“Strongpartnershipshaveresultedinanarrest,whichisastepclosertoclosureforourcommunity.”SylviaHackl,LaramieCountyDistrictAttorneysaid,“Ihavebeenawareofthiscrimesinceitoccurredandhavefollowedtheinvestigationsincethattime.Iappreciatethediligentworkofourinvestigatorswhohavebroughtthissuspecttojustice.”
