[With screenshots] git config user.name and user.email are invalid, or does tell me who you are appear?

I recently started learning git. After configuring git config user.name and user.email in git bash, the tell who you are prompt still appears when I enter the git commit command. Please see the screenshot for details:

Username and email are fine without quotation marks
