我自己了解了一个报错原因，是因为配置文件不存在，
也就是第一步：构建目录时，未新建配置文件。
正确的过程是 ‘create bower.json...’
但我的是 ‘identcal bower.json...’
那问题来了，怎么解决这个问题呢
