This problem is a bit common under Win; you can refer here: https://github.com/npm/npm/is...; downgrade or upgrade your own npm version; and to upgrade it, under window, re-download visually Installing node is stable and fast. For details, see here: NodeJs upgrade/installation notes.
But based on the previous experience of helping colleagues solve the problem, using Yarn is a better solution, and the speed is also much better.
