You can check the city first, and then check the weather based on the city.
For example, you can query a city through Baidu Map API or Google Map API and then query the weather through China Weather Network API.

Available through Yahoo Weather. Yahoo Weather supports getting woeid from longitude and latitude (this is a region ID dedicated to Yahoo Weather), and then you can use woeid to get the weather.
