How to resolve "Composer update" issues?

I have run "Composer Update" before and it worked fine. But starting today, I'm getting the error mentioned in the picture. Need help with this issue.

Error message:

In Process.php line 355: Unable to start new process.

Note: PHP artisan config:cache and PHP artisan cache:clear run smoothly
