I expected that when clearUI is triggered from the parent and formData is reset, the ProductCounter's v model should reflect back to 0, but this is not the case, where did I go wrong?

Please do not overwrite reactive variables in Vue...
Just change them Object.assign(formData,initialFormData)

Also do not dereference component properties: const value = ref(props.modelValue)
. These properties lose their reactivity because you just copy an original value.
The best way to create a v-model
model is to use a calculation
