After removing the comment in front of the code, an item will be added to the website user backend bar: As shown:
When you click "Publish Article", a pop-up window prompts "Under Development". This is for sure. This is how the code is written. Then I found some html files in a templets directory and found that the file index.html also contained a code about "article publishing". After removing the previous comments, the "Under Development" dialog box also popped up. As shown in the picture:
