Thanks to the German guy for finding a solution. We Chinese are always slow, and the system is always our weakness. https://www.apachelounge.com/viewtopic.php?p=37049# 37049

    Cause:

KB4338818 updated on July 12, 2018 caused apache to remain in the "stopped" state and could not be completely stopped or restarted

    Symptoms :

httpd.exe is suspended, the process is always running, taskkill cannot kill httpd.exe, prompt: "No instance of this task is running"

apache in the service is always stopped, Right click to stop, prompt: "Unable to accept control information at this time"

    Solution:

    Method 1: Uninstall KB4338818 (wusa /uninstall /KB:4338818)

Method Two: Install the repair patch

    win6.1 (WIN7 | 2008R2) KB4338821

    win8.1 (WIN10 | 2012) KB4345424

Owner, you have to treat me to dinner.

In fact, it is not stuck. After the service is restarted, the port is occupied. But I can't find the pid occupied by it. Extremely headache. Only by restarting the server can it work normally. The authorities should come up with a plan. It shouldn't be a version issue. This patch is a patch for .net framework. If it doesn't work, uninstalling the patch is also a temporary solution.

I am in the same situation as you. I also found out that it was a problem with the WIN2008 patch on 7.12. How did you solve it?

I have never encountered your problem before. If it doesn’t work, just return to the 2016 version.
