Why is the tp downloaded by me copying the same command 5.0?

I also followed the same operation to copy the tp downloaded with composer using composer, but the downloaded version was version 5.0. Why?​

composer create-project topthink/think=5.1.x-dev tp5 The specified version is 5.1.x.
