The problem with the php toolbox is that hosts cannot be modified. Click Save and it will be saved to the computer document location.

    First open the hosts file from the PHP toolbox, then save it to the desktop, then copy and paste the hosts file into the directory C:\Windows\System32\drivers\etc, and replace the previous hosts file.

    This is how I did it.

    It may be caused by the Windows system host file permissions problem. You can try to save it to the desktop and then copy and replace it to the C drive.
