phpstudy cannot connect to the database remotely

Hello, I found that phpstudy cannot connect to the database remotely. When I used navicate to connect, I reported an error: 1130: host... is not allowed to connect to this mysql server. Normally, I only need to change the permissions on the command line. It works, but when I connect cmd to mysql, I get the same error and cannot perform any operations. How to solve it?
