When the status code of all the resources you can see is 200 or 304, it only means that all requests sent by the browser have results. There is also a loading circle indicating that there are still some requests that have not been processed

The status code returned by the resource link does not mean that the file has been loaded. It means that the file has been found. It is spinning because it has not been loaded yet
