php exec问题

在CMD下

直接运行  FileZillaServer.exe /reload-config 配置文件更新成功

但是

用PHP exec运行下列命令
D:\FileZilla\FileZillaServer.exe /reload-config
状态为0

但却不能更新 FileZillaServer 配置文件，这是什么呢？
