javascript - HTML <input type="file"> cannot pop up file selector when clicked

code show as below:

The simplest and most basic HTML code, when the company computer is running, after clicking to select a file, there will be an action of the button being clicked, but the file selector will not be called out.
There should be nothing special about the company computer except that it is not connected to the external network.
I have tried 360 Rapid Browser, 360 Safe Browser, QQ Browser, and IE Browser, but they cannot bring up the file selector.
What other possible reasons may cause this problem?
