Windows - nginx can configure multiple virtual hosts only by modifying nginx.conf

The situation is like this. A web container needs to be provided locally. I found a tutorial online to configure it and found that the configuration under nginx.conf is good. copy A copy of nginx.conf is named test.conf. It is found that the test configuration does not work. What is the reason?

    The usual approach is to create a folder and make a configuration for each virtual machine and put it in the folder, for example: vhost/test.conf vhost/test2.conf

    Then add in http in nginx.conf: include vhost/*.conf;

    PS.
    The configuration file of the virtual machine only needs the server part
