http-2 - Nginx enables h2 Chrome reports net::ERR_SPDY_PROTOCOL_ERROR error

Configure h2 in nginx. When loading many pictures, the latter part of the pictures cannot be loaded. Report in chrome
GET https://test.com/img/001.jpg net::ERR_SPDY_PROTOCOL_ERROR,
The first dozen pictures can be loaded, both on mobile and edge.

After checking the reason, chrome gradually abandoned SPDY, while h2 uses the ALPN protocol for negotiation, which has nothing to do with SPDY! Why does this error occur?
