How to configure in Apache to use both virtual host and localhost to access projects that are not virtual hosts

When configuring Apache, some of my projects are accessed using virtual domain names, but some projects do not need to be accessed using virtual domain names, such as phpmyadmin, how should I configure it

Generally we include a vhost configuration file and specifically configure vhost in that file. However, we must also write the localhost configuration in this file, otherwise the local host cannot be used
