About the problem of vim automatically adding comment plug-ins

I downloaded DoxygenToolkit.vim from the official website
Then I put this plug-in in the installation directory /usr/share/vim/vimfiles/plugin
Then modified /etc/vimrc

According to the documentation, I created a .php file
But typing: Dox on the command line does not work, prompting Nothing to document here!

Use: Dox provided that there is code in the next line where the current cursor is (any code is acceptable):
For example, this can be used
