ubuntu14.04 - vim configuration questions

Under ubuntu14.04, when operating as root user, there is no ~/.vimrc file in the home directory, so modify the /etc/vim/vimrc file.
An error occurred in source vimrc before modification.

I now need to add a function that is not complete in PHP.
echo “autocmd FileType php set omnifunc=phpcomplete#CompletePHP”>>vimrc
source vimrc
Now this error occurs, what is the problem?

    source is used to configure the current shell environment, vim cannot use the source command. vim will automatically read vimrc after the next startup, and no source is required.

    If

    ~/.vimrc does not exist, you can use touch ~/.vimrc to create it. Vim will automatically read it when it starts.
