How to disable system time synchronization to hardware in Linux?

I have a dual system. Every time I enter Linux and then win, the time changes to utc.
When I enter the bios, I see that it is wrong and change it back. In this way, it is correct every time I enter win. Once you enter linux, and then enter win, it will change back to utc.
So I guess it’s time for Linux to change the bios. How to prevent it from being changed automatically?

It should be that your Linux local time zone is set incorrectly, TIMEZONE="Asia/Shanghai"
