c++ - Problem downloading files over the firewall

Question

Download batch files over the firewall, which cannot be accessed without VPN:

After turning on VPN, downloading cannot be done directly using Thunder or WGET Is there any way to download it (you can download it directly with a browser after turning on a VPN, but does IE have a command line for batch downloading?)
