安装SQLServer遇到的新问题

运行setup.exe时，出现如下错误：SQL Server setup media does not support the language of the OS or does not hava ENU localized files,Use the matching language-specific SQL Server media or change the OS locale through control panel. 然后按照

运行setup.exe时，出现如下错误：SQL Server setup media does not support the language of the OS or does not hava ENU localized files,Use the matching language-specific SQL Server media or change the OS locale through control panel.

然后按照网上别人的解决方案改系统语言格式，依旧不行，

遂重装系统，依旧报错，难道非要装个多国语言包才行？求大神指点，不胜感激！
