今天对测试库发出shutdown immediate命令后观察日志发现如下内容：

SHUTDOWN: Active processes prevent shutdown operation
 
shutdown被活动的进程阻止了，，Ctrl+C无法中断当前回话，退出重连服务器，打开新的会话：
[Oracle@021Y-SH-BKAP ~]$ sqlplus  / as sysdba
SQL*Plus: Release 11.2.0.1.0 Production on Tue May 12 09:54:17 2015
Copyright (c) 1982, 2009, Oracle.  All rights reserved.
Connected.
SQL> shutdown immediate
ORA-24324: service handle not initialized
ORA-24323: value not allowed
ORA-01089: immediate shutdown in progress - no operations are permitted
SQL> startup abort
ORA-01031: insufficient privileges

查看报错信息
[oracle@021Y-SH-BKAP  ~]$ oerr ora 01089
 
01089, 00000, "immediate shutdown in progress - no operations are permitted"

退出会话再次重新连接
SQL> exit
