一个是没设置时区，一个你没装php的mysqli扩展吧
使用pdo链接数据库
设置时区，配置到config.php底部即可，看你的报错信息啊时区问题
index.php顶部加一句date_default_timezone_set('PRC');
在config 文件设置时区。确定你的环境是否开启了mysqli 或者pdo 扩展
