php 通过web重新加载nginx配置

在linux下我同过php命令直接运行test.php文件是可以成功的，但是我同过nginx去访问（也就是浏览器）test.php文件。死活执行不成功。。。test.php文件就一行代码。。。执行重新加载nginx配置的命令system("sudo service nginx restart", $out);。。
哪位大神可以告知下。
